Abstract

It is often found that projects experience delays in completion during their implementation in the field. Project control is very necessary because it affects the success of a project. The aim of this research is to evaluate time and cost control in the Palembang Ministry of Health Polytechnic Academic Services Building Project using the Earned Value Management method. This method analyzes time and cost deviations through Cost Variance and Schedule Variance.  To assess the efficiency of resource use using the Cost Performance Index and Schedule Performance Index, and to analyze estimated costs and project completion time through ETC and EAC, as well as ETS and EAS. The research results show that the schedule performance index value shows an average SPI value > 1 which indicates that the project is running faster than the planned schedule, then the cost performance index is also CPI > 1 indicating good and economical use of cost performance. This project was successfully completed 100% 2 weeks ahead of schedule. The ETC value obtained at week 26 is zero (0), which means the budget has been exhausted and the work has been completed. The EAC value obtained is the same as the ACWP value, namely IDR 20,685,524,900.00, which shows that the project is proceeding according to the planned cost and schedule. Despite some delays in certain weeks, this case study shows that EVM is an effective method for controlling construction project time and costs.
