The development of Tourism Villages is a fundamental strategy in accelerating sustainable rural development. Cisadap Village, has diverse tourism potential, but its development still faces obstacles in terms of institutional governance and optimization of human resources (HR). This community service aims to analyze the role of the Village Government in the institutional development of Tourism Villages in Cisadap Village and identify necessary strengthening strategies. The research method used is exploratory qualitative with data collection techniques through observation, interviews, and documentation. The results of the community service show that the Cisadap Village Government has taken strategic steps by establishing regulations in the form of Village Regulations and Village Head Decrees as a legal umbrella for Tourism Awareness Groups (Pokdarwis) and Village-Owned Enterprises (BUMDes). In addition, empowerment efforts are carried out through collaboration with BUMDes in developing a Garut Sheep farming business unit as an educational agro-tourism attraction in Cisadap Village. However, its implementation is still hampered by low digital literacy, limited road infrastructure, and unprofessional business management. Strengthening strategies are carried out through technical training programs, intensive mentoring from related agencies, and the use of social media for promotion. In this service, the synergy between regulatory certainty, community-based human resource capacity building (Community-Based Tourism), and strengthening of BUMDes business units is the key to creating independent, competitive, and sustainable tourist villages.
