In the Gunung Mas Puncak Bogor Rest Area Development Project, operational problems often arise that hinder project completion activities such as lack of resources, improper resource allocation, delays in project implementation and other problems outside the schedule in the work plan. So this research aims to analyze the factors that cause delays in the completion of the Gunung Mas Puncak Bogor Rest Area construction project. The method used in analyzing the problems in this project is the House of Risk which functions to analyze the data causing delays. Based on the results of the analysis using the House of Risk (HOR) method, it was found that the three main causes of delays in the construction of the Gunung Mas Puncak Bogor Rest Area were changes in drawings, lack of coordination by the owner, and an additional scope of work. These three problems can be minimized by communicating and coordinating well with the owner, making procedures for making and changing drawings, making a comprehensive check list.
