Roads serve as essential land transportation infrastructure that connects various regions and facilitates economic activities and daily needs of the community. With the rapid development of the transportation sector and the increase in the number of vehicles, the demand for adequate road facilities and infrastructure becomes increasingly critical to support development and meet societal needs. This study aims to determine the traffic volume and road capacity on Jalan Surapati in Bandung City, as well as to assess the impact of roadside obstacles on road performance and service level based on the 2023 Indonesian Road Capacity Guidelines. The research employs a survey method involving direct field observation to collect data necessary for analysis. The results indicate that Jalan Surapati has a capacity of 4296 passenger car units per hour (Smp/jam). The peak traffic volume occurred on Saturday, July 5, 2025, between 08:00 and 09:00 WIB, reaching 4071 Smp/jam. The degree of saturation recorded was 0.95, categorizing the service level as class E, characterized by traffic flow nearing maximum capacity, unstable flow conditions, minimum speed around 10 km/h, limited opportunities for overtaking, and the onset of short congestion experienced by drivers. The congestion is attributed to Bandung being a popular tourist city, especially during weekends, which increases traffic volume due to high tourist mobility for leisure and shopping activities. Additionally, significant roadside obstacles contribute to the reduction in effective traffic volume.
