ANALISIS TARIF ANGKUTAN UMUM BERDASARKAN BIAYA OPERASIONAL KENDARAAN DAN KEMAMPUAN PENUMPANG MEMBAYAR TARIF

(Studi Kasus Angkutan Umum Trayek Panjalu-Ciamis)

Abstrak

Ciamis Regency is one of the districts in West Java province. The transportation system uses public transportation as one of the means of transportation, so the existence of public transportation is very important and necessary to serve passengers optimally. The main function of public transportation is as a carrier of community movements in carrying out daily activities which are expected to have safe, fast, cheap, comfortable and efficient services. The purpose of the study is to analyze the amount of vehicle operating costs (BOK) incurred by public transportation business owners on the Panjalu-Ciamis route in order to determine the tariff according to the vehicle's operating costs and to analyze the size of passengers' ability to pay for public transportation services (ATP).

Data on the components of vehicle operational costs was obtained by conducting interviews, then the data was analyzed and the amount of vehicle operational costs incurred was obtained. To find out the Ability To Pay (ATP) value, the necessary data is obtained by distributing questionnaires filled out by minibus passengers.

The results of the analysis of public transportation fares on the Panjalu-Ciamis route based on Vehicle Operating Costs (BOK) are Rp.8,849.03.Public transportation fares on the Panjalu-Ciamis route based on Ability To Pay (ATP) of Rp.12,011.4 for the general category and Rp.5,538.4 for the student category. The Ability To Pay (ATP) value is smaller than the applicable fare because most low-income passengers who cause the ability to pay passengers are still below the fare set by the Panjalu-Ciamis route public transportation association.
