PENGEMBANGAN KAPASITAS KELEMBAGAAN KOMISI PENANGGULANGAN AIDS DAERAH (KPAD) DALAM PENCEGAHAN DAN PENANGGULANGAN HIV/AIDS DI KOTA TASIKMALAYA

Abstrak

Tasikmalaya City is one of the cities that has a concentrated level of HIV/AIDS epidemic category. If proper response efforts are not taken, the level can become a generalized epidemic level. The findings of HIV/AIDS cases from year to year continue to increase and problems are found including: inadequate infrastructure, lack of human resources, and cooperation that has not been carried out formally, both with the private sector and the government environment. The purpose of this study was to find out how to develop the institutional capacity of the Regional AIDS Commission in the prevention and control of HIV/AIDS in the City of Tasikmalaya. This study uses a descriptive research method with a case study type with a qualitative approach. Data collection techniques are carried out through literature study, observation, in-depth interviews, focus group discussions and documentation. Data analysis techniques, data reduction, data display, drawing conclusions. Data validation using source triangulation. Based on the results of the study, it was found that the institutional capacity development of the Regional Aids Control Commission has not been effective in preventing and controlling Aids and there are still several inhibiting factors including, firstly, the individual dimension with limited number of employees in the Tasikmalaya City KPAD affects the effectiveness of the Tasikmalaya City KPAD performance achievement both in quality . as well as quantity. The two dimensions of the structure, namely the organizational structure of the KPAD in the City of Tasikmalaya, have not been completely filled so that they have not met the needs of the community in the HIV/AIDS prevention and control program in the City of Tasikmalaya. In addition, the current leadership has not been able to encourage all stakeholder involvement and effective communication in reporting which is considered to have a long time span. The third dimension of the existing legal system is not sufficient and still needs to be assessed by means of a Mayor's Regulation. Coordination between SKPD is currently not maximized and the existing coordination is not yet effective. Many of the collaborations carried out with various parties are unwritten. Overall, in this dimension it is found that there is no full commitment from all stakeholders in the prevention and control of HIV/AIDS as a whole in various aspects of activities in the City of Tasikmalaya, to unite, synergize and support each other.
