Abstrak

Penelitian ini bertujuan untuk mengevaluasi efektivitas penggunaan Teraversa Unsoed Purwokerto dalam inovasi kebijakan publik. Teraversa merupakan platform yang mengintegrasikan kolaborasi antara akademisi, pemerintah, dan masyarakat untuk merumuskan kebijakan yang responsif terhadap kebutuhan masyarakat. Dengan demikian, inisiatif ini berusaha menciptakan sistem kebijakan yang lebih inklusif, transparan, dan akuntabel. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan dokumentasi resmi terkait proses pengambilan keputusan dan implementasi kebijakan di wilayah setempat. Analisis data dilakukan menggunakan metode thematic analysis untuk mengidentifikasi tema-tema dominan yang terkait dengan efektivitas Teraversa dalam konteks inovasi kebijakan publik.

Hasil penelitian menunjukkan bahwa Teraversa telah berperan signifikan dalam meningkatkan kualitas layanan publik melalui pengembangan kebijakan yang inovatif. Berdasarkan temuan, Teraversa berhasil meningkatkan partisipasi masyarakat dalam proses pengambilan keputusan, memfasilitasi komunikasi lintas-sektoral, dan mempromosikan praktek good governance. Selain itu, inisiatif ini juga telah mengurangi birokratisisme dan meningkatkan efisiensi dalam penyampaian layanan publik.

Namun, tantangan seperti sosialisasi kebijakan dan pengembangan kapasitas sumber daya manusia masih perlu diatasi agar hasil inovasi dapat dirasakan secara optimal oleh masyarakat. Misalnya, adanya resistensi awal dari kalangan pemerintah lokal maupun masyarakat yang belum sepenuhnya memahami manfaat dari kegiatan kolaboratif ini. Demikian pula, perlunya pelatihan intensif bagi anggota tim Teraversa

guna meningkatkan kompetensinya dalam merancang dan mengimplemenasikan kebijakan yang kompleks.

Penelitian ini efektivitas penggunaan Teraversa Unsoed Purwokerto dalam inovasi kebijakan publik. Teraversa adalah platform yang bercerita tentang sejarawan, pemerintah, dan masyarakat untuk merumuskan kebijakan responsif terhadap kebutuhan masyarakat. Metode yang digunakan adalah deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi proses pengambilan keputusan dan pelaksanaan kebijakan. Analisis data menggunakan analisis tematik untuk mengidentifikasi tema utama. Hasilnya menunjukkan Teraversa berperan penting dalam meningkatkan kualitas layanan publik dengan mengembangkan kebijakan inovatif. Teraversa meningkatkan partisipasi masyarakat, memfasilitasi komunikasi lintas-sektoral, dan mendorong tata kelola pemerintahan yang baik. Selain itu, inisiatif ini mengurangi birokrasi dan meningkatkan efisiensi layanan. Tantangan yang dihadapi meliputi sosialisasi kebijakan dan pengembangan kapasitas sumber daya manusia, termasuk resistensi awal dari pemerintah lokal dan masyarakat yang belum memahami manfaatnya. Pelatihan intensif diperlukan untuk meningkatkan kompetensi tim Teraversa dalam merancang dan mengimplementasikan kebijakan kompleks. Disimpulkan bahwa Teraversa memiliki potensi besar dalam mendukung inovasi kebijakan publik dengan kebutuhan implementasi strategi yang lebih baik dan penguatan kemitraan dengan berbagai pihak serta evaluasi berkala untuk meningkatkan efektivitas kebijakan.
