INOVASI KEBIJAKAN INTERNET DI ESTONIA DAN KANADA: SEBUAH PERBANDINGAN

Artikel ini membandingkan inovasi kebijakan internet di Estonia dan Kanada, dua negara dengan karakteristik geografis, sosial dan politik yang berbeda dalam menjawab tantangan inklusi digital. Estonia telah mengembangkan kerangka kebijakan digital yang komprehensif melalui inisiatif seperti Tiigrihüpe, e-ID, dan X-Road, yang memperkuat tata kelola digital dan memperluas akses layanan publik secara online. Sementara itu, Kanada berfokus pada pembangunan infrastruktur fisik melalui program seperti Connect to Innovate, guna menjangkau wilayah terpencil dan komunitas adat yang selama ini kurang terlayani. Menggunakan pendekatan kualitatif berbasis studi pustaka, penelitian ini menunjukkan bahwa keberhasilan kebijakan akses internet sangat bergantung pada kemampuan negara dalam merumuskan strategi yang adaptif terhadap tantangan kontekstual. Estonia berhasil membangun ekosistem digital yang terintegrasi dan partisipatif, sementara Kanada terus berupaya mengurangi kesenjangan digital geografis melalui pendekatan berbasis pembangunan infrastruktur dan kolaborasi lintas sektor. Studi ini menegaskan pentingnya pendekatan kebijakan yang adaptif dan kontekstual dalam mewujudkan akses internet yang merata dan adil.
