REKRUTMEN BERDASARKAN MERITOKRASI DAN DAMPAKNYA TERHADAP TATA KELOLA DESA DI INDONESIA

Abstrak

Artikel ini mengkaji dinamika implementasi rekrutmen berbasis meritokrasi dalam tata kelola pemerintahan desa di Indonesia. Latar belakang permasalahana ini muncul karena meskipun regulasi nasional seperti Undang-Undang Desa dan Permendagri telah mengarahkan prosedur seleksi perangkat desa secara objektif dan transparan, praktik di lapangan masih menghadapi tantangan serius akibat dominasi politik lokal, patronase, dan lemahnya pengawasan internal yang berdampak pada akuntabilitas. Penelitian ini bertujuan untuk mengembangkan kerangka konseptual dan operasional untuk seleksi perangkat desa yang didasarkan pada prinsip legalitas, partisipasi, dan teknologi digital.Penelitian ini menggunakan pendekatan kualitatif dengan analisis data empiris dari hasil observasi lapangan tahun 2023-2024, laporan Ombudsman Rl, dan studi kasus di berbagai kabupaten. Temuan menunjukkan bahwa kehadiran aktor reformis (kalangan kepala desa, akademisi, dan LSM) berperan sebagai katalisator penting dalam mendorong seleksi berbasis kompetensi, sekaligus menciptakan mekanisme checks and balances praktik publik, dan seleksi terbukti meningkatkan legitimasi dan akuntabilitas hasil seleksi. Namun, konteks politik-sosial seperti struktur patron-klien yang kuat dan budaya kekerabatan masih menjadi kendala utama bagi penerapan meritokrasi secara penuh. Oleh karena itu, dibutuhkan konseptual dan operasional untuk seleksi perangkat desa berbasis meritokrasi yang didasarkan pada prinsip partisipatf, legalitas, dan teknologi digital, dan intervensi negara untuk memastikan seleksi yang adil dan profesional di seluruh wilayah.
