COLLABORATIVE GOVERNANCE DALAM PROGRAM KETAHANAN PANGAN DI KABUPATEN SUMEDANG

Ketahanan pangan merupakan aspek vital dalam pembangunan daerah, khususnya di wilayah rawan bencana seperti Kabupaten Sumedang. Program ketahanan pangan memerlukan kolaborasi strategis antara pemerintah daerah dan institusi keamanan untuk memastikan distribusi pangan efektif dan meningkatkan resiliensi komunitas. Penelitian ini bertujuan untuk menganalisis implementasi collaborative governance dalam program ketahanan pangan di Kabupaten Sumedang dengan fokus pada peran Brimob Polri sebagai mitra strategis pemerintah daerah. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan analisis dokumen. Data dianalisis menggunakan model interaktif Miles & Huberman meliputi reduksi data, display data, dan verifikasi kesimpulan. Hasil penelitian menunjukkan bahwa collaborative governance telah berjalan melalui tiga tahap utama: perencanaan strategis, implementasi kebijakan, dan monitoring evaluasi. Brimob Polri berperan penting dalam menjamin keamanan distribusi, memberikan edukasi masyarakat, dan dukungan logistik. Namun, tantangan tetap ada seperti perbedaan prioritas antar instansi, keterbatasan infrastruktur logistik, partisipasi masyarakat yang masih perlu ditingkatkan, dan hambatan geografis. Penelitian ini memberikan kontribusi penting dalam memahami mekanisme collaborative governance untuk ketahanan pangan di daerah rawan bencana, serta menawarkan rekomendasi strategis untuk optimalisasi kolaborasi lintas sektor dalam konteks pembangunan berkelanjutan dan penanggulangan risiko bencana.
